Second, route the trucks with the kind of optimisation logic academic teams have already built for drought-hit regions such as Brazil's semi-arid northeast, where a combined location-and-routing model reduced the distance tanker trucks needed to travel to reach the same number of communities. Applied to the NWC's $150 million, that is not a new pot of money. It is more litres delivered from the pot Jamaica has already committed.

Publishing Where the Rest of the Money Goes

Third, publish where the other $350 million goes, by community and by litres delivered, not only by constituency or municipal line item. The NWC's prohibition orders are already public information. There is no structural reason the $200 million moving through MPs and the $150 million moving through municipal corporations could not be tracked the same way, community by community, on the same dashboard, closing the gap the Auditor General's Department can currently only audit months after the fact.

Fourth, extend the structured tank programme Samuda announced in August for early-childhood institutions and farmers with inadequate storage into a forecast-linked one. If the driest-scoring communities are known before the next prohibition order lands, storage tanks can go in ahead of the shortage rather than as an emergency response to it.
