CARICOM Just Named AI a Regional Priority. Here Is What a Real Common Strategy Requires

That is worth sitting with, because it is an honest admission buried in diplomatic language: fifteen separate national AI strategies would cost more, move slower, and produce fifteen incompatible systems that cannot talk to each other. A coordinated approach is the only version of this that a region this size can actually afford.

Why a shared approach beats fifteen solo ones

I have spent close to two decades building AI in this region, and the argument for regional coordination over national fragmentation is not theoretical to me. It is the difference between a country of 300,000 people funding and securing its own AI infrastructure from scratch, and that same country buying into a shared system a dozen neighbours are also funding. The cost curve is not linear. It is closer to inverse: the more member states share a platform, standard, or dataset, the cheaper and safer that platform becomes for each of them.

The CSME is the cautionary tale that should be guiding this conversation. It has been under construction since 2006. Two decades later, free movement of goods, services, capital and labour across CARICOM remains only partially real, largely because each country still runs its own customs systems, business registries, and credential recognition processes with almost no shared infrastructure underneath. A coordinated AI approach that repeats that pattern, seven national committees each commissioning their own pilot, produces the same result twenty years from now: a nice-sounding agreement and very little that actually moves goods, people, or decisions across a border.

The crime and firearms case for shared data

Violent crime and illegal firearms sat on the same priority list as AI for a reason that goes beyond alphabetical order. Illegal firearms move through this region in small volumes, spread across dozens of ports, airports, and informal crossing points. No single country's customs and intelligence unit sees enough of that traffic to reliably detect a pattern. A trafficking route that looks like noise inside one country's data looks like a clear signal once it is pooled with the equivalent data from four or five neighbouring states.

That is a solvable AI problem. A shared model trained on pooled customs scans, seizure records, and shipping manifests across member states could flag repeat routes, unusual cargo patterns, and correlated timing that no individual national system would ever surface on its own. The technology to build that model is not the hard part. The hard part, and the actual reason this has not been built already, is the data-sharing agreement between governments that has to exist before any of that pooled analysis is legally possible. That agreement is squarely inside what "a coordinated regional approach" is supposed to produce.

Food security is a small-data problem AI can only fix at scale

Food and nutrition security was named alongside AI on the same priority list, and the connection is direct. Most CARICOM member states are individually too small to train a useful AI model for crop yield prediction, pest outbreak forecasting, or price shock early warning. One island's dataset does not have enough years, acreage, or variation to teach a model much. Pool the equivalent agricultural, weather, and market data from across the region, and the same modelling problem becomes tractable.

A shared regional agriculture data platform would also let an early signal in one member state protect its neighbours. A drought pattern detected in Guyana's interior, or a pest outbreak spotted early in Belize, could trigger an automated early warning to markets and farmers in Saint Vincent or Dominica before the shock reaches their supply chains. That kind of cross-border early warning system is exactly what a single country cannot build for itself but a coordinated regional effort could stand up once, for every member state to plug into.

Climate finance moves faster when the evidence arrives faster

Access to climate finance was the fourth item on that priority list, and it is where AI's role is already proven. Parametric climate insurance and the region's own loss and damage mechanisms pay out based on measured triggers: wind speed, rainfall totals, verified damage assessments. The slowest part of that pipeline has never been the willingness to pay. It has been the time it takes to verify that a trigger has actually been met, country by country, using manual damage assessment.

AI-driven satellite damage assessment and automated trigger verification can cut that timeline from months to days. A coordinated regional platform, rather than each country building its own version, means the model trains on more storms, more damage patterns, and more verified outcomes than any single country's history could provide. It also means a fund like the Fund for Responding to Loss and Damage can plug into one verified data pipeline instead of negotiating fifteen separate reporting formats. For a household whose roof came off three weeks ago, that is the difference between a payout that arrives while it still matters and one that arrives after the damage has compounded.

Martinique and French Guiana just made the language problem unavoidable

The membership news from this same summit is not a side story to the AI priority. It is the reason the AI priority cannot be built the lazy way. Martinique's Associate Membership took effect on June 16, and French Guiana's followed during the July summit, bringing CARICOM's Associate Member count to eight. Both territories operate in French as their working language, joining a bloc that already spans English across most member states, Dutch-influenced Sranantongo in Suriname, and Haitian Kreyol.

Any shared system CARICOM builds now, whether it is the customs platform for CSME, the firearms-tracking model, the food security early warning tool, or a public-facing government AI assistant, has to work across at least four languages from its first release, not as a future upgrade. That is a genuinely hard requirement, and it is also exactly the kind of problem modern AI translation and localisation tools are good at solving cheaply. Twenty years ago, building multilingual government services across an expanding CARICOM would have meant standing up new translation departments in every capital. Today it means specifying multilingual support as a mandatory line in the technical standard before a single system is procured. That is the practical, unglamorous difference a coordinated AI approach makes real.

The risk: a working group that produces a report and nothing else

I want to be direct about the failure mode here, because it is the one CARICOM has demonstrated more than once. A regional priority gets named at a summit. A working group is formed. The working group produces a report eighteen months later. The report gets tabled at the next summit, where a new priority list gets named, and the previous one quietly rolls forward without ever becoming an operating system. The CSME's two decades of partial implementation is the clearest example, but it is not the only one.

A coordinated AI approach fails the exact same way if it stops at a committee and a communique. What separates a real regional strategy from a shelf document is not more meetings. It is four concrete deliverables: a binding data-sharing agreement between governments with clear limits on how shared data can be used, a joint procurement and infrastructure vehicle so a small state like Dominica or Saint Kitts and Nevis is not priced out of participation, a common technical standard so a system built for one country's customs data actually works when a neighbour plugs into it, and a public delivery date with one accountable body attached to it, not seven national committees each waiting on the others.

What a genuine CARICOM AI framework needs to include

The most credible home for that accountable body is the CARICOM Secretariat working directly with the University of the West Indies and the Caribbean AI practitioners already operating across the region, rather than a new standalone agency built from nothing. The region does not need another institution. It needs the institutions it already has given a mandate, a budget line, and a deadline.

Five requirements make the difference between this priority becoming infrastructure and becoming a paragraph in next year's communique: a data-sharing agreement between member states negotiated once, with narrow and specific permitted uses rather than a vague blanket clause no attorney general will actually sign; joint procurement, so the fifteen-country market negotiates as one buyer instead of fifteen separate ones paying fifteen separate premiums for the same category of system; a shared technical standard published early enough that vendors and regional builders can design to it instead of guessing; mandatory multilingual support from the first release, not a roadmap item; and a public timeline with dates, reviewed at the next Heads of Government meeting rather than left to disappear between summits.

None of that is exotic. It is the same discipline any serious enterprise AI rollout requires, applied at the scale of fifteen governments instead of one company. A company that gets this wrong loses a quarter of revenue. A region that gets this wrong loses another decade of coordination that only becomes more expensive and more urgent the longer it waits.

I have made the case before, in detail, for what a genuine CARICOM AI policy framework needs to get right, and much of that argument still holds. It is also, on its own, worth almost nothing. The Caribbean has watched priorities become paragraphs before.
