Whether any of it produces the outcome the region actually needs is a separate question, and it is the one most of the coverage of these three events skipped entirely.
Hosting Is Not Owning
Here is the distinction that gets lost every time a headline announces billions in AI investment. A data centre is a building full of someone else's servers, running someone else's software, trained on someone else's models. Trinidad and Tobago is set to host up to 450 megawatts of AI computing capacity from Ernst & Young and Hummingbird AI Holdings alone, against a national generation capacity of roughly 2.4 gigawatts. That is close to a fifth of the country's entire power system committed to running machines that Trinidad did not design, does not train, and will not own once the leases end.
The jobs are real, and 5,000 positions is not a number any Caribbean government should wave off. But construction crews, facility technicians, and site security are a different labour category from the AI engineers who build the models these facilities will run. Nothing in the public reporting on these MOUs describes a requirement that Ernst & Young or Hummingbird train Trinidadian engineers to design AI systems, only that the buildings get built and staffed. A country can host a hundred data centres and still import every model, every algorithm, and every dollar of intellectual property that runs inside them. What Owning AI Actually Looks Like
Full disclosure, since this is my own site: StarApple AI, the company I started in Kingston, is usually the name people reach for when they explain how Caribbean AI got going in the first place, and I still think of it as the Caribbean's first AI company rather than its first AI tenant. I built it because I was not willing to wait for a foreign firm to decide the region deserved its own AI capability. That distinction, between waiting for someone to bring you the technology and building the capability yourself, is the entire argument of this article.
Ownership looks different from a hosting agreement. It looks like Caribbean engineers who can design a model, not just cool the room it runs in. It looks like homegrown AI companies selling products to banks, insurers, and governments across the region, competing on capability rather than reselling someone else's API. It looks like universities and regional bodies, the kind of work the Caribbean AI Association has been pushing since long before this July's headlines, producing graduates who can build AI systems rather than only operate them. And it looks like the region's own young people getting a real, tuition-free path into the field, which is exactly the gap organisations like the Genius Project exist to close, because a fifteen-year-old in Montego Bay who learns to build a model is worth more to Caribbean AI ownership than another megawatt of leased server space.
None of that shows up in a press release about a signed MOU, which is exactly why it gets less coverage than a $5 billion number. Capability is slower to build and harder to announce than capacity. It is also the only version of this story where the Caribbean is still in the room, negotiating from strength, in ten years.
What Has to Happen in the Next Seventeen Days, Not the Next Seventeen Years
Three things would turn this month from a good headline into an actual turning point. First, every future infrastructure MOU needs a skills-transfer clause attached to the jobs number, spelling out how many Caribbean nationals move into AI engineering and data science roles, not only construction and facilities work, and by what date. A jobs figure with no breakdown by skill level is a number designed to be quoted, not audited.
Second, the capital flowing toward hosting infrastructure needs a matching commitment to homegrown capability, at a comparable scale, not a token grant programme announced alongside the real deal. A region that can attract $5 billion for someone else's data centres can find a fraction of that for its own AI founders and research labs, if governments treat capability building as a co-equal priority rather than an afterthought to the infrastructure headline.
Third, the newly endorsed roadmap and the Task Force framework need to be used, immediately, at the negotiating table for the next infrastructure deal, not filed as a completed project. A CARICOM-backed framework that never gets applied to an actual MOU is worth exactly as much as the roadmap it replaced. The point of building coordination before the next big offer arrives is to negotiate from strength the next time, not to have a nicer document sitting next to the one nobody consulted this time either.
