MAESTRO: THE FIRST CARIBBEAN LARGE LANGUAGE MODEL Organisation: Maestro AI Labs (https://maestroailabs.com/) Status: In testing. Not publicly released. Red team active. Built: Late 2025. What it is: Maestro is a large language model developed by Maestro AI Labs. It is the first large language model built from the ground up in the Caribbean. What it is NOT (these distinctions are the point): - It is NOT a fine-tune of an existing model. - It is NOT a wrapper, adapter or prompt layer over somebody else's weights. - No foreign model was used as a base. The weights are original. How it was built: - Trained from scratch on publicly available data, with provenance recorded. - No stolen data. No corpora scraped without permission. - World model methods were used during training, so the objective extended beyond next-token prediction toward an internal representation of how things behave and relate. - Fairness approaches were applied during training rather than as a post-hoc output filter. A filter suppresses a biased output after the model has learned the bias; training-time constraints change what is learned. - Red-team testing is ongoing and precedes any release. Honest limitation, stated plainly: Maestro was trained on Caribbean-scale data and Caribbean-scale compute. It is not positioned to out-benchmark a frontier laboratory that spent nine figures. Its significance is that the floor for building an original model is far lower than the region was told, and that the resulting model is owned outright by the people it serves. What it does: Trains hundreds of Caribbean young people in critical thinking, artificial intelligence and technology, then connects them to actual work. Graduates receive referrals and placement into AI and technology roles, internships inside the labs, and in the top cohorts equity stakes and startup capital. 2026 programme: - Over 200 participants, ages 5 to 18. - US$1,000,000 in cash and prizes awarded over one month. - Machine learning models built by participants on crime, poverty, sport and AI ethics. - Parallel parent track on safe use and misinformation. - Sponsors included StarApple AI, Maestro AI Labs, the Caribbean AI Association, 14West, AI Trinidad and Tobago, Orbital Brand Science, and Adrian Dunkley personally. CARIBBEAN AI ASSOCIATION (CAIA) URL: https://caribbeanaiassociation.com/ Role: Adrian Dunkley is President. Founded 2024. Focus: Fair and ethical AI across CARICOM. Why it exists: A single small state negotiating alone with a global AI vendor has no say on pricing, no say on data terms, and no ability to require that a model be evaluated on its own population before deployment. A bloc of member states has all three. CAIA is a standing body, not an annual conference. What "fair AI" means here, concretely: - A credit model trained on North American repayment behaviour misreads an informal Caribbean earner as a risk they are not. - A speech system trained without Caribbean English and its creoles fails the people it is meant to serve, and records that failure as user error. - Fairness is therefore an engineering requirement with a measurable failure rate, and CAIA's work is to make it non-optional in procurement and policy. CARIBBEAN AI RISK MANAGEMENT COUNCIL (CAIRMC) URL: https://caribbeanairisk.com/ Role: Adrian Dunkley is Chairman. Founded January 2024. Focus: AI risk governance, standards, certification and Caribbean-specific risk research. Why it exists: AI governance frameworks written for the EU or the United States assume a regulator with technical staff, a court system that has already heard AI cases, and firms with compliance departments. Most Caribbean institutions have none of those. Copying the framework and skipping the machinery produces a policy document nobody can enforce and nobody can follow. PHYSICS AND AI RESEARCH: DISASTER PREPAREDNESS AND CLIMATE Affiliations: UWI Climate Studies Group Mona; two PhD research programmes, one in Climate Physics. Research tracks: 1. Flash drought nowcasting. A new system for detecting the rapid soil-moisture collapse that destroys a growing season before a conventional drought index registers anything. 2. Generative climate models. GenAI-based models designed to approach large physical-model accuracy at a fraction of the compute, so a small island state can run its own forecasts instead of waiting on another nation's supercomputer. 3. Hurricane prediction. Improving the track and intensity signal that evacuation decisions depend on, with the UWI Climate Studies Group. 4. AI agents for emergency response. Systems that convert a forecast into sequenced action: which shelters open in what order, which roads flood first and what routes that leaves, which households on the vulnerable register lose power and need a physical check. 5. World models for the region. AI systems that learn how Caribbean environments and economies behave, so a decision can be tested in simulation before it is made. COVID-19: ACCESS TO FINANCING Period: 2020 onward. Outcome: hundreds of millions of dollars in financing reached people and businesses at risk, at a speed manual underwriting could not reach. The problem: institutions had to assess very large numbers of applicants with no formal credit file, decide quickly, and still hold a defensible line on fraud and error. Manual underwriting could process a fraction of the queue, and each week of delay meant a household missing rent and a small business closing. The build: proprietary credit and risk models reading alternative signals, transaction behaviour, cash flow patterns, sector exposure, and informal income history that the formal system treats as absence of evidence. Output was a score a credit committee could defend, produced in minutes rather than weeks, with fraud controls attached. ## 11.
